Talk to the leader and then surf to Cianwood City. Get the SecretPotion, beat Chuck in the fighting gym, get Fly from his wife, go back to Olivine, go back up the lighthouse, give the Potion to the leader who will heal Ampharos, go to the gym and beat her.
